According to Nutley detectives, the

incident took place Monday (7/12) causing "significant flooding with the complex" as well as the disruption of hot water to the apartments.

Police Chief John Holland and Public Safety Director Alphonse today (7/16) commended the Nutley Detective Bureau "for its thorough and expedient investigation." Chief Holland noted that the police team was able to investigate, identify, locate and arrest Gallicchio "in the

matter of a few days -- an outstanding performance."

"All the thefts took place btween sundown and sunrise," Detective Lt. Steven Rogers said shortly afternoon today as he issued a general warning

to residents.

"Most of the vehicles were parked

in residential driveways with their doors unlocked," Rogers said. "Items stolen ranged from loose change in ashtrays to laptop computers."

Overall Tax Rate for Town, Schools, County Up 14 Percent for Nutley Homes

Police Salary Vote Fails; Issue Goes to Arbitrator

- After three months of waiting, Public Safety Commissioner Alphonse Petracco last night finally was able to bring the matter of a new police salary contract to a vote.

"This is a fair settlement," Petra- cco said, emphasizing the agreement with the Nutley Patrolman's Benevo- lent Association was less than the 4 percent raise given police in neighboring Belleville.

"I move the motion," Petracco said. And then there was complete silence.

After what seemed like a very long minute, Township Clerk Evelyn

Rosario spoke up. "I need a second on the motion," she said. But the silence continued.

Finally, the municipal attorney Richard Grodeck, declared, "The motion has failed for the lack of a second."

What happens next? Petracco was asked after the session adjourned.

At first Petracco said he was disappointed and would return to the negotiations' process with the police. But a few minutes later, Petracco said he would turn the matter over to a professional negotiator, again

noting that arbitration resulted in a 4 percent pay hike in Belleville.

When Finance Commissioner Tom Evans was asked about the possi- bility of an arbitrator entering the negotiations process, Evans said that the most recent settlement by an arbitrator was a 2 percent pay increase given police in Paramus.

And while the police pay issue lags on, the overall ability of the town to meet its existing payroll through the end of the year appears to be challenged with a strong possibility of additional layoffs by year's end, and if not then, certainly by Jan. 1, 2011.

Sheriff Warns
Nutley Seniors
of Identify Thefts

Scam Involves Suggestion
of Missing Call to Jury Duty

- Essex County Sheriff Armando Fontoura Tuesday (Sept. 15) issued an alert to Nutley and other county residents to be wary of potential identity thieves who pose as jury managers.

"Our department is currently investigating two recent cases wherein individuals, posing as representatives of the New Jersey court system, came to the homes of local residents and sought to obtain information, such as Social Security numbers, birth dates and driver's license information. Scam artists are extremely creative and inventive," warned Sheriff Fontoura.

The judiciary does not and never has asked for personal identifiers over the phone, by e-mail or in person, notes N.J. Superior Court Judge Glenn A. Grant.

The current suspects being sought are two black males in their late 20's or early 30's, both clean shaven and well spoken. They were laste seen wearing a blue tee-shirt, jeans and baseball caps. Sheriff Fontoura also warned of another version of the "Jury Duty Scam" that is employed over the telephone.

"The scam works like this: the caller tells his potential victim that he or she failed to report for jury duty and a warrant has been issued for their arrest. The victim says he or she never received the notice for jury duty. To clear the matter up, the caller says he will need information for verification purposes. Sometimes the scammers are so bold as to ask for credit card numbers to pay off the modest fine allegedly imposed by the court. It's all a fraud and this is the time to hang up the phone."
